Unfortunately even if you get a master degree with high GPA, you have almost no chance to get admission at PhD level in us universities since your GPA is lower than 12.5 and with such GPA many universities assume you do not have a bachelor degree at all. I do not say you have no chance. But your chance is so low. Also changing major cannot help since for a new major, you have to have a bachelor degree related to the new major and also you have to show your strong background in new major by publishing articles to convince admission committee that you are strong enough to work at graduate level in that major. Again, very high GPA is needed for changing major.
